As of June 1, 2018, 38 North is owned and operated by the Stimson Center’s East Asia Program. Prior to that, 38 North was an adjunct project under the U.S.-Korea Institute (USKI) at Johns Hopkins SAIS.
Funding
Initial funding came from the South Korean government via KIEP, funneled through USKI. South Korea terminated USKI’s funding due to concerns over transparency and mismanagement. USKI ceased operations in May 2018 following the funding cut. 38 North claims to have alternative funding sources, though these have not been publicly disclosed. South Korea provided USKI with approximately $19 million over 12 years.
